Felix Ammah-Tagoe, PhD – Principal Consultant, Infrastructure, Public Policy & Program Evaluation
Felix helps public and international agencies transform data into clear, actionable strategies that enhance performance and drive measurable results. With more than 20 years of experience in public policy research and program management, spanning international transportation, trade facilitation, and regulatory evaluation, he has a demonstrated ability to translate complex analysis into practical insights that support evidence-based decision-making for government and industry leaders.
Throughout his career, Felix has worked closely with senior federal officials to implement Congressional mandates and design research frameworks that inform national transportation and infrastructure priorities. He has led more than two dozen major studies on infrastructure performance, freight markets, and policy outcomes, and has delivered over 60 policy and technical briefings to executive audiences, including the U.S. Department of Transportation, U.S. Department of Commerce, Department of Homeland Security, and the World Bank—helping to shape long-term planning and investment strategies.
Among his key accomplishments, Felix developed a Business Intelligence (BI) geospatial analytical tool for the Maritime Administration and a BI safety analysis model for the U.S. Coast Guard that improved how regulatory decisions are evaluated. At the U.S. Department of Transportation, he led advanced analytics and geospatial research teams and authored a series of widely used reports on multimodal transportation and trade, referenced by thousands of professionals across the industry.

Felix holds a Ph.D. in Economic Development and Environment, from Boston University, and M.A. in Energy & Environment, from Boston University.
